URBED was commissioned in March 1997 to draw up a feasibility study and development plan for the Great Central Railway. The client is the partnership between Charnwood and Leicester Councils and the Great Central Railway plc. The consultancy team consisted of URBED, who are responsible for the overall report and development proposals, Michele Grant Associates, who advised on the visitor potential and tourism aspects, and the Transport Research and Information Network, who investigated some of the railway aspects.
The main recommendations focus on enhancing the Great Central Railway’s appeal and financial sustainability.
Key actions include:
- improving visitor experience through better signage, interpretation, and facilities at Loughborough and Leicester North stations;
- broadening the market by linking with nearby attractions, developing themed hotels, and promoting intermediate stations; and
- pursuing long-term goals like reconnecting the railway to Nottingham.
Funding strategies emphasize securing grants, especially from the Heritage Lottery Fund, and forming public-private partnerships. Increased use of volunteers, community involvement, and collaborative marketing are also advised to maximize impact and ensure viability.
