Oxford Futures

The Oxford Civic Society (OCS) and URBED published a report in March 2014 under the title Oxford Futures: achieving smarter growth in Central Oxfordshire.

The report noted that a strategic vision was needed, a route map to get there and the leadership to overcome obstacles. It recommended that the priority should be to secure agreement on the scale of growth needed over the next 20-30 years and where it should go. There was also broad agreement amongst the extensive consultees who contributed to the report that principles be identified which should underpin growth.

Recommendations

Develop a coordinated regional vision

Planners and leaders should establish a clear, overarching regional growth strategy that aligns local authorities, stakeholders, and communities. This shared vision will guide decision-making, ensure consistency, and enable sustainable development aligned with long-term goals.

Prioritise sustainable and smart growth principles

Implement growth practices that reduce car dependence, enhance green spaces, promote renewable energy, and encourage environmentally friendly building standards. These principles aim to minimise ecological impact while supporting vibrant, healthy communities.

Foster effective stakeholder engagement

Engage communities, developers, and young people early in the planning process through innovative methods like pop-up workshops and online consultation. Broad participation ensures plans reflect diverse needs and reduce opposition, fostering a sense of shared ownership.

Establish strong leadership and partnership working

Leaders should build collaborative frameworks across local authorities, transport agencies, and public-private partnerships. Effective coordination and strategic leadership are vital for delivering comprehensive infrastructure and housing projects.

Develop a long-term spatial growth plan

Create a detailed, flexible 50-year master plan that identifies suitable locations for development, transport corridors, and environmental safeguards. This plan provides a roadmap for sustainable expansion and future-proofing the region.

Explore innovative funding mechanisms

Explore diverse investment models, including joint ventures and pooled resources, to finance infrastructure and urban regeneration projects. Long-term funding strategies are essential to deliver high-quality, affordable developments.

Encourage design excellence and quality review

Set up design review panels and competitions to ensure new developments are distinctive, high-quality, and community-oriented. Good design fosters pride, promotes social cohesion, and enhances the area’s character.
